+Aj Dolan Downhill street could easily aid it. It adds a downward force that pushes you along, not unlike wind-aided runs that get a different designation than non-wind runs in track. MLB tracking systems often peg fast runners at 20mph going from home to first on flat ground, 24 on a slope is not unheard of at all. Usain could probably get to 28 or so if he ran downhill.
