no, the onset of basic public sanitation, chlorinating water sources, flouride and such. this was just before salk invented the polio vaccine. and, no. obamacare is a change of bureaucratic procedure, with no consideration for outcomes, this was in an era in which they changed public sanitation practices with a strong consideration of a change in the outcome of the public health, and this eliminated many of the scorges that at the time were the dangers of the world, and no more irregular than that. A fine example of this would be cholera. cholera used to be a prevalent issue in the health of the public, I guess you could say only the strong really survived, after chlorination of the water supply started, cholera cases fell to a mere fraction of what they were before. it was even concievable that little johnny could get wet walking home from school because it started to rain and then die of pneumonia.
