I was testing if 12v was going to the selenoid, so I installed a light on the vtec circuit positive and ground the other wire ..

Yes it is, but just as long as you have all of the emissions parts, like stock intake system (unless you have a c.a.r.b. number on it), header, cat converter, etc. Plus, a more recent smog showing acceptable levels of co2 would increase your chances of passing. My biggest advice to you is to ask for a more recent smog test along with the title. If you don't have a recent smog, you'll be in for a headache like no other

Yes, VTEC is variable valve timing. But not all VTEC engines were designed with efficiency in mind. On older VTEC engines once you reached a certain RPM the rockers would ride on a separate and more aggressive cam lobe, which would increase power. They were designed so at lower RPMs you would get better gas mileage, but still give you some extra power if you needed it once you got higher in the rev range. Modern VTECs don't use the same system and are definitely geared for efficiency but even modern computer controlled VVT can get you more power too.
Your an idiot, vtec does increase power, but not by much in the sohc engines. Vtec is like having a stage 1 cam mild lifted cam, after hitting 4,500 rpms the intake valves open Alot more = more air intake= more power, the dohc motors vtec opens up the intake valves and exhaust valves more = a lot d more vtec power then the sohc vtec.
He drives slowly then slams the throttle to make vtec seem more intense. In reality the crossover should be slightly noticed but nicely heard like in a k24 or b series etc
