The only people that aren't startled are those that already realize you are there. I believe human beings subconciously keep track of everything that is near them. When pedestrians think no one is behind them, that instantanious realization some one is there startles them. They have an uncanny preference for the wrong direction to move. What you really need to do is make them aware of your presence before you get into the close zone, so they become aware some one is there well before you are close.
