Two comments. First, excellent video of things to look for when a suspect conversion exists. Garage conversions make excellent sense to add sqft, but need to be done right. Second, after 50 years with gas only appliances, I havn't blown myself up yet. Gas is extremely safe in modern appliances due to safety devices manufactured/designed in. Much easier to electrocute yourself on a 220VAC heater thN to blow yourself up...

If you put the sealant and the self latch mechanism around the door with the vents in the closet, can you legally maintain the space as a living space even with the water heater?
