How did the issue with the Civil Surgeon go? I am doing my wifes now, and
we are wondering what to do about the Medical Exam paperwork. Just complete
the first page and send in the document from the medical exam or go to
another Civil Surgeon? What to do?

It was actually no problem! I sent it out with the previous paperwork and then filled out the first page of the new paperwork, I was approve with no issues!!

Allow parents over age of 65 to join British Citizens, as adult dependents.
My parents are over 65 and retired. I would like them to join me here in UK
as my adult dependents. Having them around, it will help my child to relate
to my culture, strengthen my child's bond with his grandparents and help
him understand family relationships beyond his parents.
