Nato conventional forces in Europe were declining. Russia has been modernizing and expanding not only it's military but its economic warfare.(e.g. using Cyprus to funnel funds to destabilize europe) After the Soviet Union collapsed, western loans kept Russia's economy afloat. There were secession movements in the RFR as far away as Tuva. The European Union expanded (and invited Russia's participation) but did NOT support the break up of Russia. As former Comecon countries integrated into the EU, Russia, from western investment, started to grow economically, and promptly used that power to try and bully its neighbors. Poor Russia. It's surrounded by evil neighbors who are out to destroy it.
