As long as there are no underwater facilities or cities or what have you, these vehicles are only useful for sightseeing underwater, not for actual practical transport use..So it needs a huge infrastructure planning for underwater and floating structures on water.

I would love to live under the ocean like in bioshock only just not all
destroyed and corrupt with mutated people running around hunting littlw
girls and their armored diver suit protectors
Living under the sea is a nightmare If I stay down there. I like the sky
and flying around in a suit or something is a yes, but the sea is a no for
me.
I won't worry about it, You will probably be dead. If humanity was forced to live under the sea. They are not going to save everyone. There are 7 billion people in the world. It would only be practical to save at most a few million. What makes you think you would be chosen.
Under water family habitats for long term living will never be viable. It
will cost thousands of dollars a day so that only the wealthy could afford
to live there and they will not want to. This might work for under water
research facilities not family living. The most viable way to not
overpopulate the land is for birth restrictions. Countries with zero
population growth will have to restrict immigration. If not the countries
that do not have population control will immigrate to more open space
countries with population control and will overpopulate them as well. This
is why these countries without population control, such as birth control,
more often due to religion, should stay in their countries and deal with
the problems there.

+Company007 If your window is electrically operated you have seconds to get it down before the system fries. Also you might get stuck on the window if it didnt go down far enough. Trying to kick open the door is a lot faster and thus safer.
