BTW- not all ex-cons are equal. I don't know much about your "unfortunate incarceration", as they say, but it only took me a few minutes to look up Blaine/Stanley" AZ record. [Don't know where else he's been]. Most of his convictions were for assaults [some with dangerous weapon], disorderly conduct, "terroristic" type threats, property damage, false reports to police, and a couple for providing liquor to minors. That's just what shows up. As I'm sure you're aware, charges that have been dismissed don't show, and like they say with alcoholics, they've driven MANY times drunk without getting caught. From what I also found, he didn't "come clean" about his not being a Marine, an "oathkeeper", the criminal record or the name change until he was outed & confronted. No points. Pretending to be in the military can also be charged criminally under the "stolen valor" laws....

Ya the reason it was made a refuge is the mineral rights like plutonium and gold could be held by the federal government as collateral for the national debt just like all the federal controlled area in the west. Protected lands aren't there to protect the animals or nature, they're there to protect Americas collateral resources like trees, water, minerals.
