slayer is an easy cape to get ha, smithing, prayer, minning, and herblore ect. take more time. I use slayer to train combat lol

How? If you have a lot of money, ectofurnace (inconvenient), or have a high enough construction level for your player owned shrine/prayer desk lol idk why I couldn't think of its actual name. But no, prayer is costly, at least if you know any tricks

So why does some guides for the ranged tank recommend having 70atk and 70str or just a overall of the both to 148?

Really late response, but it's because most ranged tanks prefer to use a whip to train defense and keeping str and att below a combined 148 won't affect your combat level. So there's no reason not to. It also gives the player the ability to sneak in some melee hits while range PKing if they'd like to.
