the only down side to that is that the PC will be limited by the consoles and phones and tablets and whatever other platform plays minecraft

In the 0.12.0 update tons of things are being added the neather, potions, sprinting, sneaking, cats, golems, weather, enchanting, tons more mobs, naming animals with anvil,fov option, tell me if I missed something

Your actually wrong pe is 0.12..1 while windows ten edition is 0.12.0 it's actually he oppisite windows ten needs to catch up

No that's wrong the difference in numbers is because iOS/android actually only use 12.1 or 11.1 and stuff like that windows tennis ahead until iOS/Android gets the update 0.12.1

Nope. You can only play on the vita with 4 friends with the vita. Cross platform excludes vita due to RAM issues, sorry.
