How about STARTING with the IDIOT "owner" who seems to think leaving a tiny Yorkie chained outside on her porch while she isn't even HOME makes ANY kind of sense???This poor dog NEEDS to be removed form this "person" and provided a GOOD home...a PROTECTIVE home.She"s a "real frail dog" per some "friend of hers...so what the FLOCK was she doing chained outside.... unsupervised...and COLD????This is an example of a woman who should never have anything more involved than a goldfish as a "pet".
