I actually found out about this (Sort of) because I wanted to put down a
trading post and it wouldn't let me, so I put the trading post on a floor
and snapped it in place. Cool that you can do it with carpets, makes it
easier...
+Olteanu Vlad Under floors in the wood section of the workshop menu there are concrete squares that can be raised or lowered into the ground. You can stack them too, hope it helps.
+V1perKiller Use the TCL command on PC, generally better with limited exceptions. As far as how to do this, Simply look up on youtube Fallout 4 TCL building.
+Marc Mantilla Hey Marc, The base is concrete you can find it in the wood section of the workshop menu under floors. Super useful as they can be lowered or raised into the ground with no issues.
I guess it's the action button, so X maybe? I read a while ago how to do it on Xbox but hadn't really started the settlement thang yet and forgot when I got round to it.
This does not work with stairs unfortunately. Shame because it is a good
trick.
The base builder in the game is useless for building anything more complex
than square rooms on the ground floor of maps. Structurally, anything else
would not make sense, since things float in mid-air or lack structural
support.

Doesn't always work. I'm trying to place a fence half in a bush and right
up against a house and it keeps going red the second the fence get's to
close to the house but it clips with the bush just fine. It's not the rug,
I made sure the rug could be placed there.
+Sinehmatic In some places it is hard to get down. There are three things that I've done that have let me out things in hard spots, for example I put walls in the Red Rocket windows.1)Try adjusting the object's position on the mat. Also, try adjusting how the mat is rotated.2)Sometimes, if you just get the object close to where you want, then place it down, then pick it up again, it will be able to go where you want it.3)Try placing the object from different angles. Move your character to a different angle and grab it from there.Hope this helps.
+Captain Black That would be because this is a bug, and is not working as intended (thus why they didn't tell you about it). With that being said, yes, I do still think they need to tweak how the collides work while placing certain objects.

Sweet baby jesus thank you. this has been the single largest issue I've had
with crafting. Although, my answer comes with a little bonus. I just fill
in wall gaps with a fuck load of small wood railings. Those things
apparently can attach to anything. HA...
This is legitimately one of the better ways I have found to move them around outside of mods. Sometimes they get stuck in the ground, but a grenade should fix that problem, if you have a couple to waste.
