Yeah, God had something against those 20 people in particular. But sneaky bastard that he is, instead of just killing them, he made everything possible to mask his actions and make it see like it's the fault of the inept and corrupt constructors . You know, because God is afraid to get sued if anyone can prove he exists. That's why. /sarcasm.
