They changed the venue because Wembley held 40000 more than Goodison and in those days the only way money came into football was from ticket sales (TV and sponsorship was nothing then). Besides Portugal would have died against England at Goodison. Can you imagine the atmosphere: 60000 northern English fans, 2 metres from the pitch at a WC semi-final on an English league ground. Portugal were lucky to be able to showcase their skills in the cosmopolitan conditions of Wembley.
