Dig deeper and you'll find videos of Tom smoking crack on the streets of Oakland, screaming "fuck all white people" at passengers on BART, threatening people in their cars at a gas station and load of other insane shit. That's not to say he was in the wrong in this video. He had every right to beat the fuck outta the black guy here, but he's well known in the Bay Area for being absolutely crazy.
