Considering how long this dish cooks on low, 7 to 8 hours, could I put in raw ground meat to save a step and pan?

I'm not sure to, be honest. The only problem I can think of is that you won't be able to drain your ground beef.

It was awesome! I just substituted ground turkey for beef tho. My husband gave it a 9! He doesn't give out perfect 10's very easily :)
