See SEVP Policy Guidance 1004-03 (2010). While self-employment is allowed, it does not speak to unpaid employment in the context of self-employment. (Forming a start up with aim of getting rich later is not "volunteer" work). The guidance also says that the F-1 OPT who starts own business, must be actively be engaged in the business. Forming a company with only an idea in mind, but no financial means to propel the idea, may not be seen as actively engaged in the business. In short: A grey area

Paid employment during OPT is NOT required. See ICE's policy guidance on OPT and you will find that both volunteer employment and "pre-revenue" self-employment is allowed.
