This would be a great time for you to write to your congressmen/ senator to ask for this change, you can find them here: https://www.govtrack.us/congress/members. In Indiana, emergency contraception is available without a prescription at pharmacies for girls age 17 and older. If you are 16 you need a prescription. Best of luck!
