So if I, for example, need to indirectly quote a politician for my article,
and I do not want to use 'that', I should not have to use a comma. Ex:
(original quote, Mr. Green said, "2013 should be the year of lowering
taxes."). However, I do not fancy using a direct quote, thus I will
rephrase. Mr. Green said 2013 should be the year when taxes will be
lowered. Is that correct? Thanks
