What makes you think they aren't putting water on it? The perspective we get from the camera is very limited. Interior hand lines aren't going to be visible here. If they are pouring water on it in the photogenic fashion, master streams from every ladder, that's a "defensive" battle, which means it's going very badly! There's also rescue considerations. You do NOT "surround and drown" if there are unprotected people still inside, you will steam-broil them! Are you trying to get people killed, you stupid punk?!

What would happen is that they would push the fire into other parts of the building, as well as possibly causing injuries or death to the firefighters inside actually trying to put the fire out by burning them or causing the ceiling and floor to collapse on them...and don't forget the civilians that were trapped inside this fire. So rather than do something idiotic and ignorant like an untrained layman like you suggested, they did exactly what they are supposed to do with those ladders and ventilated the building so that the firefighters inside attacking the fire could do so effectively. Get it now?
