this atmosphere country reminds me of a mix between advance wars and a Hayao Miyazaki cartoon. North Korea is a freaking gold-mine of ideas when it comes to a setting for an anime movie.

Dear Ms Choo Yoonjin, before asserting something you should do some more research, then you may discover that in the center of the city of Rome, Italy, and also Florence and many other historical cities in Italy, battery/electric minibuses for commercial use have been running for many year. I am sorry to disappoint you.

German "Rheinbahn" from Düsseldorf had a fleet of 22 electric Busses with a battery trailer from 1975 to 1985, so maybe they where the first? rheinbahn.de/ueberuns/unserfuhrpark/Seiten/elektrobus_9063.aspx

Yeah...they obviously mean commercial BATTERY electric bus, but electric buses have been running in many places, including San Francisco, Seattle, and many cities around the world for years.
