I'm pretty sure that unsealed bag was a a manufacturing error. The tape with the numbers on it was sealed so I dont think someone opened it.

Yes, he probably got some things mixed up, given the dollar has less value than the euro. Most of the time Lego converts the prices 1:1.

Supposedly they're in the process of fixing the neck issues so it will be strong enough to support the head without flopping over so easily. That's the only reason i haven't put him on my Must Have list yet. It's an amazing figure, just a big bummer about that 1 QC issue.
