Are these email 'guidelines' (who can send to whom) set as a gmail policies or are they simply being stated as what is expected by students, and they actually could send to those individuals?

These settings are actually controlled in the Google Apps control panel. You can get all the details on how to set this up in the link listed at the bottom of the video description above.
