I don't know the whole story - correct me if I am wrong - but I heard that Freddie ran away from them - which is suspicious - maybe they knew him because of his "multiple" arrest record - maybe they thought he was up to no good - so they pursued, stopped and searched him. Is that not being proactive? As of today - they would just allow someone like that go their merry way - no pursuit - no stop - no search. So now you have a decrease in arrests and likely more weapons on the street.

+socalsun7 To be fair, I don't think the cops involved in the Freddie Gray case were exactly being "proactive." However his death resulted, whether it was intentional or not (I actually am much more inclined to be believe it was not intentional homicide, so definitely not murder), I still also think it was avoidable. My suspicion is that they were trying to rough him up, but not kill him. But the point is, it was not merely an instance of cops being proactive. So I think there is some room in between, where we can reasonably expect cops to be better than that, without badgering and antagonizing and vilifying them to the point of contempt. What those select cops in the Gray case did does not represent the whole department. And the BPD does not represent all of MD cops. And MD cops don't represent what all cops across the country do. I've long since grown sick of anecdotes driving propagandized narratives. Yet these are what is necessary to get ratings apparently.

+GREGORY THOMAS Just say it: BPD needs to go out and arrest more young, black males. Let's just be honest here. They need to have disproportionate levels of policing, oversaturate minority neighborhoods, get their hands into more pockets to get dope and guns, make more traffic stops, write more warrants, do more field stops, and target young black males (the overwhelming progenitors of this violence spike) and incarcerate their way back to safety. Even when done completely by the book, the solution people are literally asking for is to arrest young black men more.

+socalsun7 There is fault in not doing your job to the upmost.  Especially when your job ensures the safety of the citizens of this country.  Just as I did when I was in the military, these cops took an oath to protect and serve the public against all threats; regardless of the danger.  They don't have the luxury to pick and choose who, when, or where they are going to perform their duties.  Danger is a part of the job.  They never have a problem when they are allowed to go around shooting people in the back, or chocking them to death without repercussions.There is no covering up that is going on here.  You've got the rotten apples in the barrel trying to pollute the entire police force, and inflict their will upon the citizens.  They have done that for far too long already.  And they can't be replaced too soon.

+GREGORY THOMAS I believe the cops are doing their jobs. They are responding to calls and making arrests when it is clearly warranted. But they are not going "above and beyond" the call of duty - they are not being "proactive". They probably don't want to take any risks or do anything too aggressive for fear of getting in trouble or possibly killed. It's clear that they are just doing the job "by the book". So even if they do suspect that someone may be carrying a gun or doing something illegal, they will most likely NOT deal with them - just based on suspicion. I can't blame them for that.

+socalsun7 Then why is it that all the cops I see in the news explaining why they can't do their jobs are white?  Besides, I did not put  down all cops, only the racist pigs that have "infiltrated" our police departments.  And just one look at the shootings that are going on around the country should give that statement merit.  Don't get me wrong though,  I feel that the minority cops that just go along with the racist routine (for whatever reason) are just as guilty; and needs to be replaced also.

I took black history courses in College and I'm WELL aware of what has happened from institutional racism to the achievement gap.  I ALSO never said that the officers in these cases were innocent. My initial point, which you failed to understand was that if the people of Baltimore were going to riot (which I don't agree with) they should have at least waited to see how our justice system would prosecute the officers. In addition, I have another good friend who is sitting in Union Square(Manhattan) right now observing peaceful protests and has had to deal with the many other big protests that have gone through NY. These guys tell me what they go through on a daily basis and how they risk their lives. "How dare you judge people that you don't know and you haven't been in the situations they are in?"AND don't just assume I don't understand black communities. Listen buddy, I worked with HS students in poor communities of the Bronx and Brooklyn for many years. I know EXACTLY what's going on, more than you'll ever know. I know how crappy the school systems are and how they would  give these poor students IEP diplomas because they didn't care to help them learn. In case you didn't know, Colleges don't accept IEP diplomas.  On the other end, I've seen many of these same students try to enroll into college just so they could get a refund check AND also get more money from State welfare. Not exactly their fault because I do believe that they're victims of a damaging cycle. Don't get it twisted, I've also seen MANY Blacks & Hispanics get out of that system and graduate with their college degree and do VERY well. You sit here judging me and you don't have a f'in clue. Smh The reason why they are rioting is due to racist whites enslaved blacks, mis-educated blacks, used black slaves for labor got rich and didn't pay the slaves for their labor and built major companies, like Bank of America, Chase, Tiffany and Co, Wells Fargo, etc...and slavery help build the wealth of families like the Dewolf's in Rhode Island, King Leopold II, etc etc...meaning they used black slaves to build their companies and stole from them and left blacks with nothing. Study history from slavery until today and you will get the point. Police have always treated blacks like 3/5 of a human. The black unemployment rate is over 10% and white unemployment is under 5%. Blacks are being funneled into the prison industrial complex and private prisons are making millions....police are planting Tasers, guns etc on blacks and lying. All of these things are facts that you can google on your own. When you add all these things up that's why you see black rioting. Blacks are also told to "calm down" and that doesn't help. Blacks have tried it the correct way i.e. courts, working hard, etc etc that doesn't work due to whites stole things from blacks and built for themselves and misinform the public acting like blacks are lazy and lying. Smh dude 100% of the rioters have tried it the correct way. At some point it costs somebody something in terms of expended time and or energy even if it is distributed as charity or welfare benefits (government redistribution at the end of a gun). Even back in the homesteading days you had to file on the land, get it approved and make improvements on the land. The dead are the dead. The people who came over as slaves and worked as slaves have been dead for generations and no one living has a legitimate claim to what previous generations of oppressors owe the wronged. Remember we are supposed to eat by the sweat of our brows no one owes us a living. If you go through life demanding that the world owes you a living you're going to get duped by a bunch of people that tell you how they're helping you even as they help you destroy yourself.

The word means someone who thinks or feels that there race is superior than all others and they have resources that others need and will refuse to give resources. What resources (money, businesses, land, political power, owning media companies, etc.) do black people have that they used racism on you? Blacks don't have resources to use racism so you might want to learn the mean of the words that you are using before you use them.
