A lot of departments nationwide have restricted their pursuit policies, especially in cities and urban environments due to liability. Some outright say that officers cannot pursue traffic infractions. It comes down to the supervisor on duty and what the offense is and if the pursuit outweighs the crime involved.

They did a good job of that, they kept his hands restrained until they could get cuffs on him (that's why they dogpiled him and jumped on his hands, so he couldn't potentially reach for a weapon). LAPD would have beat him with clubs, maced him, tazed him twenty times, shot him three times, cuffed him, and shot him a few more times for good measure.

The cops were most likely yelling as they approached him to lay down and he probably didn't. Who cares if he's in agony, you as a cop don't know that and for all you know he's suicidal waiting for the right moment to pull a gun and kill the 2 cops, if I was a cop I would take no chances with a lunatic stranger.

The entire time those Officers were walking toward him they were telling him to lay down on the ground with his arms to his side, and he wasnt complying, so yes, they kicked him in the butt to push him to the ground so he could be cuffed.

He didn't even try to run?  Then why didn't he pull over from the start?  From an officer's point-of-view in this situation, You Ask, You Tell, You Make.  From the view we have, we see his hands.  From the view of the police officer, you never know if he has a weapon around him.  If he is not responding, as an officer, you don't sit there and give him an opportunity to make a move that could potentially end your life (especially with how reckless he was, his body language, and the gestures he made).  Also, they approach him from his left, they don't know if he has a gun on the right side of his body.  They don't know his intentions.  People like you just like to run your mouth (in your case hide behind a computer screen) about every little thing a police officer does.

The cop had been chasing the moron biker and didn't know if the biker might have a weapon hidden while bent over like he was.
