You need to leave the tap running throughout, by turning the tap back on
you are contaminating your hands. Secondly you have to rinse each hand
individually as there is cross contamination between a rinsed hand and a
soapy hand. Better luck next time.

This is not correct. She needed to leave the water running the entire time
unless she has a hands free faucet. By turning on the faucet she has
recontaminated her hands.
