You need to leave the tap running throughout, by turning the tap back on you are contaminating your hands. Secondly you have to rinse each hand individually as there is cross contamination between a rinsed hand and a soapy hand. Better luck next time.

You turned the water off with your hands instead of using the paper towel. By doing this, all the germs you initially put in the faucet before you washed your hands, went right back onto your hands.

This is not correct. She needed to leave the water running the entire time unless she has a hands free faucet. By turning on the faucet she has recontaminated her hands.
