The white stuff is usually dried wax. Are the wiper arms smooth or
textured? If smooth, just follow the standard application process and all
the white stuff will go bye-bye, while restoring the arm back to black. If
the arm is textured include the use of a fingernail brush, just like the
process used in the Honda Plastic Bumper restoration video, check it out.
Your arms will look great.
