The cost would change based on a wide variety of factors. Location of vehicle, condition, options present, etc. For the most part however, I would say that is a bit much (based on where I live). My car now has 76,000 miles on it and KBB values it at $6300. So for $900 difference, my car has about half the miles. I would keep looking.
Handling in snow and ice is largely affected by the tires on the car. The tires I have on the car are the Cooper Zeon and they performed well in the winter. I was able to drive through 6-8" of snow without too much difficulty.

question, have you had any big repairs or failures with it?
Yes, I still own it and it has around 72k miles on it. The longest road trip I have taken was down to Florida, which was 22 hours (11 hours a day). The comfort was as good as any other car I have been in. As far as repairs, all I have done is a throttle body (they are known to go bad and the repair cost was $172 at dealer). Good luck on the buy. So far I have loved mine!
The SE model Fusion does not have an outside temp. There is no temperature probe and no connection for the probe that I know of. I wish you could, because I would add it on.
