The Osman Empire couldn't care less about what happened to the altar and willingly signed a contrat that allowed the Germans to take the altar to Germany and restore it. The German archeoligists were aware of and pittied the fact that they have to wrest the altar from its home soil, but the alternative would probably mean its destruction, because the locals were using the altar as a quarry.
