This is maddening. There is a federal directive called HQ-1b-012-2010 -- a directive that was the result of a lawsuit by the ACLU regarding the filming of the exterior of any federal building. The federal government was directed -- and complied -- to make every Federal Protective Service officer aware of the memo and comply with it. That memo very clearly states that it is the right of every person to film the exterior of any federal building so long as they are doing so from a public site. The memo goes on to note that officers may approach and conduct a field interview -- basically saying "hi" and "can I help you?" and "Can I ask why you're taking pictures?" but NO person is required to answer, and declining to answer cannot -- by itself -- be considered reasonable suspicion or probable cause to detain a person or make a person move or threaten a person with arrest. In short, what this officer did is ANOTHER example of a FPS agent ignoring the law, the federal directive and the constitutional rights of people. People need to start losing their god damn jobs for this kind of crap.
