According to a sort of BA level reader I have on political ideology, fascism is not a coherent ideology with a manifesto but was rather a word first used to describe a set of political systems in the inter-war years rising in the countries that later became the axis powers. It was anti-current-establishment, so took many forms. It may have first been used to describe Mussolini's form of anti civil society (a civil realm separated from state) in favour of a tops down, state only approach. The name may have been taken from sticks that were held in ceremony historically in the Roman Catholic Church, which priests of various levels would hold to denote ordained authority. So for a system to be described as fascist, it should look for every facet of society to be controlled by the state, it should believe in a tops down, non democratic style of rule and it should believe in ordained authority. If we look at the most classic example of a literal interpretation of the Quran as a way to run a society we should examine perhaps the Islamic state. Q: Does it allow other institutions than itself to exist in its controlled territory? A: Not to a significant degree. Q: Is it tops down? A more fitting word might be totalitarian. I think what was being referenced are those who believe that God has ultimate authority and that those who defy his will should be punished, which would certainly be more prominent in medieval times though of course not exclusive to it. Fascism is a misused word but I think that's basically what was being referenced.

Most people haven't got a clue what Fascism is - it's just a word for something they percieve as not nice.
