I asked a lawyer about shall and he said that the supreme Court ruled that shall means the same as must. I tried to find that ruling and couldn't. Can anyone else find it? If you do let me know! !!

Not all codes use the word "shall." Many use "may not" as in "A person may not drive a motor vehicle upon a highway, unless the person then holds a valid driver’s license issued under this code." Furthermore, in statutes "shall" is generally imperative or mandatory. If this method works for the speaker, great, but people should understand it may not work for everyone. Then what will you do? Better have a backup plan.

+Celeste Garner Good points in the below replies, but while I was going over the definitions, I was reminded that we are not parties to any constitution, nor subject to acts of any legislature. All legislative acts are for the regulation of the government itself, as evidenced by 1) the fact Man is subject to the higher laws of God, and 2) the definitions of the "persons" subject to the codes do not include Man. So the big question is, What do the words "may," "shall"' and "will" have to do with us?"

+Celeste Garner strongly suggest everyone to view a legal dictionary or law dictionary. Its free to do so and the words: will, shall, may etc all imply FUTURE INTENT. That means that yesterday (when you received the offer to contract: ticket/citation/summons), and today, do not apply for the law, its always future intent. Must,now, are past and present intent!!!

A person is not a man.  A person is a fiction.  They will try to say a person includes a natural person.  A natural person is still not a man and in California, never judicially interpreted.They will also try to say in statute, shall. may and must is a word of command.  That may be true to a person or corporate. However; shall, may and must is not a word of command to a man.  Read the Declaration of Independence.  All men are equal and the government must have our consent to govern.Read blacks law 5th; shall. may and must are "generally" a word of command, however, they may also be merely permissive or directory.If the government could tell us what to do, I am sure they would use words like mandatory, obliged, prohibited, etc.Your back up plan would be; you're and idiot.  Look in blacks 5th.  An idiot is a private man; one not in public office.If you get scared, just say you are an idiot and you don't understand.

I am in Texas. In Texas our high courts have said there is NO such thing as a driverS Lic. Look at your so called lic. Do you see the word DriverS or do you see driver? A driver is 100% commercial. Are you?

BC courts are the worst in North America, corrupt legal system, Crippled justice system, judges handing out sentences not fit for the crimes committed, merely a band aid punishment to keep the system going, and keep their jobs. People in BC are sick of this justice system, than is worse than Zambia's legal system. That is just disgusting.
