+Robert BaroneI am going to start a site on motorhome living although it is not ready yet.  As for this information, the only thing you can do is to look at the individual requirements for each country, however it is hard for us to buy vehicles bought in other EU states.  I don't know what to suggest unless you can find someone who will let you 'borrow' their address.

That's precisely my question. Do you know of a website or ph # where one can find these things out? I'm mainly interested in Italy and other Southern European counties. Thanks.

That is quite common - but not as common as it used to be.  The standard of driving in Central Europe is incomparably better than it was in the past!You can buy a reasonable van that will do for around EUR5000, however there may be problems with insurance and registration as you do not have a permanent address.  I faced the same when trying to insure a car in the US.  It is not the price of the car you need to check, but rather the formalities!

+2012escapee1 For water, I fill up at public fountains and there are no shortage of those - sometimes I need to go to a petrol station.  We have cassettes so we can dump them at a toilet.

I just think about dumping tanks, and filling up with water!

I suppose there may be somewhere - only I never use them.  I just park where I want!
