I think its a reference of British people who are known to eat a lot of cabbage. So ironically when a British person walks in the room he's going to smell cabbage whereas Doctor Evil says, "I thought I smelled cabbage" in relation to actually smelling cabbage at some point.
In the first film, Austin mentions being afraid of carnies or circus folk, also saying they have small hands and smell of cabbage. Presumably the cabbage quote references that.

When you think about it, Austin's reaction makes a lot of sense. As a Cold
War-era spy, he'd know about the atrocities that Communist regimes commit
on people who disagree with them, so it makes sense that he'd proclaim
loyalty to them to hedge his bets: if he had proclaimed "Yay, Capitalism!"
first, and the Communist had won, it'd be off to the death camps for him,
while if the Capitalists won, and he went "Yay Communism", nothing bad
would happen to him because of their respect for Free Speech.

And Western nations should very well have laws to limit the powers of capitalism, however I don't think this is necessarily the case in the US where corporations wield so much power, over the government and the economy, that a new brand of extreme-capitalism continues to plague the West.Life in the Soviet Union (in its later years) not vastly worse or different than life in the US. In its pure form, communism does not prohibit free speech. And capitalism has nothing to do with protecting people's right to free speech; it's about making money. Nice Loop o Plane u guys have! I like that Rock o Plane at the beginning as
well. A Sky Diver would look good on your show too! Sadly, not many shows
now move a Diver n e more due to how long it takes to set it up as well as
tearing it down. I helped tear down J & J Amusements' Sky Diver in 2009. It
wasn't that bad. lol But to set it up at every fair?, that might get
exhausting a bit. Something u get used to though.
