+FiveStarJah back years ago i was in a accident and i started recording as the person ripped my bumper off and fled, i was able to get a good shot of the driver along with the cars info plate make model ect. when the police caught up with him later that night he claimed the car was stolen earlier during the day and it was not him driving. thanks to my video i was able to prove it was him and not some random car thief as he claimed

+FiveStarJah just having there plate number means nothing just to let you know, as she can easily say she was either not driving the vehicle and that someone else was or that her vehicle was not even there at all and that the guy was making it up. and as far as the handicap parking placard goes if it did not belong to either of them it is actually against the law as you can get a pretty hefty ticket and whoever owns it could get a fine and lose it for lending it out if that was the case
