Not just Russia. It seems universal throughout the world. And sadly, none of the governments seem to be bothered by it. Here in the U.S. the entire deadly situation is actually written off as normal as long as you have insurance. Government has the power to change it, but they'd rather have air bags, seat belts, and fund big research grants for other vehicle features than actual safe driving practices. Sickening really.

Almost certainly an attempt to cause a crash for insurance purposes. Went completely wrong and 2 other drivers paid the penalty. Hopefully the scammer was fully insured.
