+Bob Lawblawblaw Ultimately you are of course correct but I am glad to say that this incorrect use of the word reticent is far from being common.  Fortunately, most of the people ignorant enough not to know the difference between reticent and reluctant don't know either word and so don't use them.I have nothing against neologisms or even changes to the meanings of words but I hate the idea that language changes just because people are ignorant.  Sadly, that's hard cheese for me.

Not according to the OED, of which I have two copies at home.  It can mean reluctant to speak up but it cannot mean reluctant in this context.  The correct word here is definitely reluctance.

to be reticent can mean to be reluctant    here is a dictionary //dictionary.reference.com/browse/reticent
