It's just a way of relating the central angle to the arc that angle cuts off. So there are 360 degrees of central angle in the circle, and those 360 degrees correspond to 360 of arc around the circumference. The circumference will still have its own length in inches, cm, whatever, but it's just another way of measuring an arc length.

I'm confused how in the solution on the college board they say "72 degrees of arc". I thought that degrees was had no dimensions.

Couldn't it also work as Some of the northernmost countries of Europe, Finland's borders are Russia on the east, Sweden on the west, and the tip of Norway on the north.

+50thcenturycod Borders are between countries..Look up the definition of the noun "border." In any event, the CB believes the answer is B and makes the change to "Finland," so if you think it might be A, contact them & get their take on it.

+Reason PrepI know but the borders ARE actually the countries. If I were to say which country borders Canada, and I said the United States, that  would be a country and not a border.

+50thcenturycod Countries aren't borders. Countries can border something, but they are not, strictly speaking, borders. It's a definition issue: "a line separating two political areas; the edge or boundary of something"
https://lh3.googleusercontent.com/-XdUIqdMkCWA/AAAAAAAAAAI/AAAAAAAAAAA/4252rscbv5M/photo.jpg?sz=64
+Reason PrepYes. Those are Russia, Sweden, and the tip of Norway.

It wouldn't work because it will still be equating "some of the northernmost countries" with "Finland's borders"
