He fell to the second because he's not a natural "hands" catcher at the ball's highest point, but rather he waits for the ball come into his body and then catches it. You see it a lot in this video; the best WRs always catch the ball with their hands away from their body; Lee doesn't. On top of it he didn't have a great combine, and for a guy that relies so much on speed, posted a pretty slow 40-time. Guys like Cooks or Beckham Jr were faster, had better hands and catching technique, were less injury-prone and were just better receivers.
