The story of how Vai came up with this song is ridiculous. A weeping china doll is a flower, a rose, more specifically. He says his wife had some planted around the fence at home, and one day he was sitting around looking at them and realized the roses on the fence looked like a staff of music, so he took a picture of it and transcribed it into real notes, and it turned out the be the melody for this song. O_o
