With the proper licenses anyone can legally own one that shoots military grade ammo, but the crimes committed with those are almost non-existent because of cost, but more importantly, ammunition. And then the same with machine guns (and I'm referring to dictionary definition, not the medias) is also almost non-existent due to the main reason why all of these are impractical weapons for crime: they have no use.
