You have to remove more panels but it's in the same location. I just replaced (installed) mine last week in my 00 outback. Didn't have one when I got it. Here is a video for you: /watch?v=zdlIuSRU0X4Squeezing the sides of the glovebox was the hardest part. And I suggest removing the screw type trim clip before releasing the glovebox. Hope that helps.
