On the things like council tax etc you should contract with them and set the debt off with the council as they are liable for the debt. They cannot force you to blow out breath into a machine – it’s actually impossible and they cannot shove a probe into your mouth to do a drugs test. (This information is for the UK only as some states in America do force blood tests for suspected DUI’s)The best advice is to refuse and wait it out. For example, if they arrest you they can only hold you for a maximum of 48 hours and then its done. As long as you were not driving like a twat and they have supporting evidence, you should be OK.
