+Bay_Area_831 yes if you cut they will get smaller but thays just a reality check for you... you didnt put your time in man.. your young im sure you probably havent been lifting long small arms are common in a 16yr old lol at 16 I had 13inch arms lol .. put in some years and you will grow its not a overnight thing you will be fine if you keep going and dont quit
I agree with my friend at underground kingz, I think you should just cut to get that bodyfat down and do a nice slow lean bulk, gaining muscle and burn fat at the same time (recomping) takes along time.
If you could it would take forever I dont advise it .. I suggest you cut your bodyfat is to high.. cut down a bit then go on a lean bulk since you seem to not want to gain to much weight
