The civil servant does not give a basis for his claim.. it could be that there is just less crime in those areas. But even so, he actually said the police would serve those areas as well as they serve other areas, if only they got more calls. He definitely did not say the police have no-go zones into which they will not go, which is what Jindal claimed.  It is also odd that, if Tom Winsor really does this think this is a problem, why does he not mention it in his annual report?  I looked through the last one and it does not mention a word on the subject.
