It's very simple, at walmart you can find it at the car section, they call them vanity car lights, it's a strip of LEDs and at the end it has a box with batteries so lights are always on, I just added a switch so I could turn it on/off, send me an email and I'll send you pics.

It can go at top speed of 10 mph, if you get the battery pack up to 13, it's a 1/16 scale

As you can see in the video I took it on small puddles and still works but would not recommend to use it on heavy rain or bigger puddles were water can enter the battery compartment.
