I don't think SpaceX was trying to get "funding" as Elon said they don't need the subsidy. They can maintain their launch-ready infrastructure by running a viable and competitive business. ULA continues to get funding. SpaceX has not yet flown a national security payload, so they haven't been paid for that either. So I guess the answer to your question is "no"
