On Skype, you cannot unknown users other than your contacts individually. In order to block any user other than your contacts, you have to select Tools > Options >  Privacy > Only allow people in my Contact list to contact me. Once you close the window, Skype will start saves this settings and starts blocking unknown callers who are not added to your contacts. Hence, to unblock unknown users, you need to disable this settings option. Once you deselect this option, you will receive calls from people who are not in your Skype contacts on Windows 8.
