The idea is ridiculous and not understood by large numbers of US Citizens. The piles of used toilet paper next to toilets in public restrooms goes unexplained with many in neighboring American Border Towns. This sign shows how Mexicans are taught not to put toilet paper wipes in the toilet.I couldn't bring myself to follow this sign's request and placed my feces covered paper in the toilet, ignoring the demand.
